Bunds can be tested by either a Visual Assessment or by Hydrostatic Testing. The UK COMAH Policy group states that hydrostatic testing on in-service bunds is not best practice due to dangers in tank stability and also because water can be forced under the base of the tank which will lead to corrosion problems.
For Irish EPA regulated sites, periodic hydrostatic testing is required for Class 1 (high risk) and Class 2 (medium risk) bunds. Where bunds cannot be filled with water to capacity for practical or safety reasons, the EPA allows a visual inspection by a Chartered Engineer. Environmental Efficiency can provide this service.
