Often the limits set for environmental noise from sites do not apply at the site boundary but at the nearest noise sensitive location (NSL). NSLs would typically be the nearest house, school, church or public amenity.
The NSLs will be defined as part of the licence or permit application process or be defined by the regulator. Limits set at NSLs in Ireland and the UK are typically 55 dB(A) during the day and 45 dB(A) at night averaged over a period of generally either 15 minutes or 30 minutes (technically this is referred to as Leq(15) or Leq(30)).
